A transmittal is the formal record of what drawings and documents were delivered, and when.

A transmittal is the cover record listing the drawings and documents delivered in a package, with revision and date, so both parties have a clear account of what was issued. Each SPANEX deliverable is packaged with a transmittal and change list for review and record.
